Our History


        Prevent School Violence Illinois (PSVI) was convened in 2010 to support the passage of legislation to improve Illinois’ bullying prevention law. Because of the power of PSVI as a statewide coalition populated by a broad range of school stakeholders, the Illinois Prevent School Violence Act became law that same year.


The Illinois Prevent School Violence Act of 2010 (PSVA) (Public Act 96-0952)

·         Explicitly prohibits bullying schools Comprehensively defines behavior that rises to the level of bullying
·         Enumerates aspects of identity that often make students particularly vulnerable to bullying (e.g., race, religion, national origin, sexual orientation, gender identity/expression, etc.)
·         Expands the reach of the law to private, non-sectarian schools (K-12)
·         Creates the Illinois School Bullying Prevention Task Force (Task Force) to study the causes andconsequences of bullying in Illinois and make recommendations for effective prevention


Supporting the Illinois School Bullying Prevention Task Force

        In its second iteration, PSVI supported the work of the Task Force. In March 2011, the Task Force submitted a report to the Illinois General Assembly, recommending that school communities commit to Comprehensive School Transformation (CST).

What is CST?

-- CST is is an approach to school transformation that offers a holistic vision of healthy school climate in which all members of a school community are encouraged to engage.         

-- Founded on building competencies in the areas of social and emotional learning and development, CST addresses six key domains, including stakeholder engagement, policy, data-informed decision making, professional development, student supports and services, and restorative discipline.

-- CST
’s focus on transforming school climate by creating optimal conditions for effective learning and healthy development can reduce bullying and harassment against all students.


        PSVI has adopted the CST approach as both a framework that offers a vision of what school communities ought to be - safe, supportive, and engaging - and a process toward school transformation. Although it is informed by empirical research and best practices, CST is neither proscriptive, nor does it recommend specific programs. Instead, partnering with school communities to implement CST, PSVI can highlight the specific kinds of policies and practices.
